The world's funniest man

Noah was a foreign man coming to the violent town of Edinburgh looking for a rewarding job. Without any university grade his chances to get well were a few.
Once, when he was going to search for a job, he was approached by a thief:
-Gimma all yo maney!
And he started to scoff the thief:
-Wont mah maney? I vont give ir!
The thief felt on the floor laughing and let him pass.
This episode repeated with lots of thieves, and the police had a plan.
Noah would attract all the thieves in town for a joke show, and the police would arrest them all. All the 278621 man of the police would be there for this giant operation.
It was hard to build a place to the show in Edinburgh with so many homeless people, but the policeman helped it. It was strange to see policeman and even police officers building a place to a joke show. Spencer, the local police officer found many other foreign people to help them. Noah was usually funny but have never been on a show before.
When Spencer finished the build, Noah began to prepare his best jokes at the latest time as possible. Many people knew about him and told he should be an policeman, but Spencer would never contract someone without university degrees.
And finally the show began. It took much time because Noah got stuck in the traffic. Making persons laugh wouldn't help him as in the traffic as having a decent education. But this didn't stop his will to help a city in decay. A policeman or not, he was the hope of everyone.
No one laughed at him at the first time because his last-time-made jokes were so bad. But when he told about his adventures with local thieves, everyone laughed and left their guard. That was a great opportunity to attack, but the 278620 policemen fell laughing. Only Spencer remained.
-Are his jokes really that funny?- said Spencer, but suddenly he fell laughing too.
After a long time in the front of Noah, finally the troops stopped that ridiculous behavior and could get most of the criminals. Even without university education, Spencer called Noah to join the police force, and even gave him a scholarship to Harvard.
